The National Defense Emergency Provision, enacted by the Arakan People’s Revolutionary Government, is now being implemented.
Political officers and local administrators of the Arakan government are leading the process, recruiting individuals for military service through a lottery system.
A resident of Arakan shared insights about the current situation.
“In our case, since it’s one person per village, people are worried that if a draft lottery system is held, it might end up being their own son or daughter who gets selected,” a resident said.
“Most people aren’t very comfortable with the one-person-per-village system, even if it seems like a small demand.”
“For example, if they really need to recruit, they should do it by serial order, so that everyone understands and agrees — something fair like that.”
“Also, some of the young men and women in the villages are working as schoolteachers. They have their own responsibilities within the community.”
“In other areas, they are not included in the military conscription lottery lists because they are responsible for healthcare and education.”
“But the people who have their names in the lottery for military service are saying, ‘If certain groups are excluded, will it be our sons and daughters who have to go instead?’ They feel this is unfair and disagree with the process.”
“That’s why the lottery system has become disorganized and lacks proper planning.”
