Lawngtlai, September 8
The Lawngtlai District Administrator, Donny Lalruatsanga, issued an order on September 7 saying that refugees and foreigners living in Lawngtlai District, Mizoram State, India, must not go outside after 8 p.m., except in emergencies.
Refugees who want to work must get a work permit from the local Village Council (VC) and the YLA organization.
The order also says that, starting in September, refugees and foreigners will no longer be allowed to rent houses and live inside Lawngtlai town.
Village Councils must keep detailed records of foreigners and tenants living in their areas. Every household must also report to the Village Council and YMA whenever a non-Indian guest comes to stay.
People who want to move into the area must have a recommendation letter from the Village Council of the area where they previously lived. If they do not have such a letter, the local authorities will decide what action to take.
Hotels and homestays have also been told not to accept suspicious guests. They must collect copies of guests’ voter cards, driving licenses, or identity cards. They must also submit a weekly guest list report to the Lawngtlai District Police Chief.
