Research data from ISP-Myanmar says that the United League of Arakan/Arakan Army (ULA/AA) has built its organization around a strong centralized system, with strong control over both military and administrative affairs.
ULA/AA currently controls 92.6 percent of the Arakan region and the Paletwa area. According to the research, it is strengthening its control over these areas through a system in which a single central organization gives orders and manages the territory.
Under its organizational structure, the Arakan Army, which leads the military sector under the ULA central leadership, is closely connected with the Arakan People’s Revolutionary Government, which is responsible for civilian administration, the judiciary, and legislative affairs.
Under the administrative system, committees have been established at different levels, including district, township, regional, and village committees. Justice, security, and tax collection activities are reportedly being carried out across these areas according to instructions from the central leadership.
Although the Myanmar military has declared 14 townships in the Arakan region under martial law, ULA/AA’s strong centralized military and administrative structure has helped strengthen its administrative system in the areas it controls.
